Can Being Asked About Your COVID-19 Vaccination Status Violate HIPAA?

Opponents of the coronavirus vaccine claim that by being asked about their status, it's violating the Health Insurance Portability and Accountability Act (HIPAA). That's not true as the federal law applies to healthcare providers, insurance companies and healthcare clearinghouses.
