My favorite exercise to hit rear delts. Shirt optional. Unless you're a girl. I prefer cables over dumbbells for a lot of exercises simply because every direction you move the weight gives equal resistance. With dumbbells or any free weights for that matter, the most resistance comes from the straight up and straight down rep. This puts constant tension on the muscle.
