Statement of Work


Creating a project scope statement that concisely, clearly, and accurately outlines the project's parameters requires special skills and tools. Yet too frequently, many project stakeholders lack these skills and tools. Because of this, they often create a scope statement developed over weeks instead of days that contains unclear project boundaries, which usually set the stage for scope creep. This paper examines how project managers can quickly develop a project scope statement that identifies stakeholder requirements and appropriately limits the project to a manageable range of activities. In doing so, it explains the purpose of managing project scope and a process--called the joint application design (JAD) workshop--for engaging project stakeholders and quickly defining project scope. It discusses the significance of outlining a project's scope and lists a JAD workshop's deliverables. It then outlines workshop's process, detailing its two types of objectives (business and project), five kindsof objectives, two components of context diagrams, categories of project constraints, factors of critical success and project assumptions, options for a proposed solution, and four components of a SWOT analysis. It also summarizes the process for performing the workshop's necessary follow-up tasks and describes the benefits of using this process to define project scope.
